Abstract

Curriculum reforms are among the most powerful policy instruments for driving social change through education. This paper examines how competency-based, inclusive, and context-responsive curricula can reduce learning inequities linked to socio-economic status, gender, language, and geography. We synthesize international and Pakistan-specific evidence on inputs (teacher capacity, materials, language of instruction), processes (pedagogy, assessment, school climate), and outcomes (literacy–numeracy proficiency, transition, and completion). Using an equity-lens framework, we theorize pathways by which reforms influence opportunity to learn and present a stylized measurement model showing distributional effects across income quintiles. We argue that reforms succeed when accompanied by teacher professional development, formative assessment, targeted financing, and data transparency. The paper concludes with design principles for equity-centred curriculum reform in Pakistan, including phased implementation, localized content, Universal Design for Learning (UDL), and continuous feedback loops.
